Core Capabilities


  • Education: MACEM&PS provides academic credentials including Letters of Recognition, Certificate, and Associate of Applied Science degrees. Through a unique partnership with the Federal Emergency Management Agency’s Emergency Management Institute, the Mid-Atlantic Center for Emergency Management & Public Safety serves as the sole provider of college credit to those completing FEMA online Independent Study courses.
  • Service: MACEM&PS engages in community service designed to foster a positive, collaborative, prepared, and resilient environment within and outside the emergency management community.
  • Professional Services: MACEM&PS provides a broad range of professional services for public and private sector workers nationwide. The experts at the Mid-Atlantic Center for Emergency Management & Public Safety develop solutions through strategic planning and development, research, and management of operations to achieve goals and objectives.
  • Training & Content Development: MACEM&PS, through affiliation with Frederick Community College and its partners and a variety of agreements, develops innovative course content and provides professional training in emergency management. Business consortium training and related business research are conducted by highly qualified personnel.

Accreditation


As a department at Frederick Community College, our academic programs are regionally accredited by the Middle States Commission on Higher Education (MSCHE). MACEM&PS programs are also among the first emergency management and homeland security programs in the country to receive industry accreditation by the Council for the Accreditation of Emergency Management and Homeland Security Education (CAEMHSE)

History & Expertise


Established in the early 2000s as a course-review partnership between Frederick Community College (FCC) and FEMA’s Emergency Management Institute (EMI), the Mid-Atlantic Center for Emergency Management & Public Safety (MACEM&PS) has grown from a single office into a fully fledged, practicing academic department. For over two decades, we have educated, trained, and consulted for public safety constituents ranging from exploratory students to industry leaders. Following a major expansion in 2019, our scope now spans the entire spectrum of preparedness and response—including emergency management, fire sciences, criminal justice, and legal studies. As a premier academic department, we provide a nationally recognized, accessible education that prepares students for career success. Concurrently, we serve as a trusted preparedness education contractor, partnering with businesses and local, state, and federal agencies to research, design, and deliver solutions that enhance operational readiness.

Our instructional team—comprising adjuncts, full-time professors, and seasoned trainers—hails from top-tier universities across the country, including Duquesne, Oklahoma State, George Washington, and West Point. They bring our students a powerful blend of academic expertise and real-world experience, drawing from their careers as emergency managers, business continuity specialists, first responders, fire chiefs, legal professionals, and veterans. Supported by a dedicated team of instructional designers, quality assurance experts, and administrative staff, we collaborate seamlessly to deliver exceptional educational programs.
